Blogger was started by a tiny company in San Francisco called Pyra Labs in August of 1999. This was in the midst of the dot-com boom, and has now been bought by google.

1. You need access to : Blogger
2. Click CREATE A BLOG
3. Now you need create a google account
Fill all information field and check to I accept the Terms of Service then click Continue
4.After you have google account you can create a blog
5. Fill all information to field and click continue
6. You can chose default template in list
